Russia Opening another Cherkizovsky not solution to gray market woes

Opening new markets like Cherkizovsky Market will not solve the problem of gray customs clearance in Sino-Russian trade, according to Trade Representative of Russia to China Sergey Tsyplakov.

"We have to come into the normal trading system. Chinese goods should enter through chain stores and need to go through all the necessary customs procedures. I think we need to end this form of trade development," Tsyplakov said, referring to Cherkizovsky Market, formerly Russia's largest wholesale market, which was closed around this time last year because it traded heavily in smuggled Chinese goods.

There have been many plans to set up markets similar to Cherkizovsky.

"To change this form of cooperation will take time and investment from Chinese companies," Tsyplakov said. "Chinese companies show interest in the Russian consumer market, while Russian consumers are interested in Chinese goods, so we need to find a civilized way to meet the common needs."

He pointed out that the market closure of Cherkizovsky Market caused a sensation in China, "affected bilateral trade," but this is not the reason for China's declining exports.
