On April 6, 2011, Liangjiang International Cloud Computing Center, China's largest cloud computing center experimental area, and CIECC Chongqing Data Industrial Park started construction in Chongqing，which was bound to greatly promote the development of service outsourcing industry in Chongqing even in the southwest of China. Chongqing Mayor Huang Qifan awarded the plaque for Liangjiang International Cloud Computing Center and announced the start of construction. Weng Jieming and Tong Xiaoping as Chongqing's municipal leaders, Li Jinqi as the director of Department of Information Technology in Ministry of Commerce, Liu Junsheng as the general director of CIECC and other leaders of related departments in Chongqing Municipal Government, Liangjiang New District and Beibei District also attended the groundbreaking ceremony.

The overall floorage of Liangjiang International Cloud Computing Center is 2.07 million square meters, with the planned gross investment 40 billion yuan. CIECC Chongqing Data Industrial Park, which started construction simultaneously, is the first project stationed in the Liangjiang International Cloud Computing Center, with the overall floorage 250 thousand square meters. Constructed by CIECC of Ministry of Commerce, CIECC Chongqing Data Industrial Park will become CIECC's first service outsourcing industrial platform in the west of China, with two data central parks undertaking onshore and offshore services. This project will promote the development of Chongqing's service outsourcing industry by building up IT infrastructure public service platform and disaster recovery system for governments of all levels in Chongqing and in the southwest of China.
CIECC Chongqing Data Industrial Park is an important cooperation project of Ministry of Commerce and Chongqing Municipality to build up a public platform for IT service outsourcing, a key move in the process of establishing the China's largest cloud computing base in Chongqing, and also a critical node in CIECC's strategic layout of nationwide coverage. According to the introduction of Liu Junsheng-the general director of CIECC，the construction of Data Industrial Park is oriented in the national strategies and policies and based on the nationwide coverage of CIECC, with the local development plan as a blueprint. Having planned and designed high-level disaster recovery data center, cloud computing center, IOT(Internet Of Things) center, service outsourcing platform and comprehensive supporting facilities on office service with the adoption of the advanced international technical standards and concepts, CIECC Chongqing Data Industrial Park will contribute to CIECC's basic layout of countrywide coverage with several data centers including the ones already in operation in Beijing and Guangzhou and the Industrial Parks still under construction in Anxi County in Fujian Province and Qingdao in Shandong Province.
Through the integration of scattered resources and demands, the exploration of solution on unified resource allocation and comprehensive information interflow by means of distributed architecture of cloud computing, CIECC Chongqing Data Industrial Park will provide public computing, data security and business continuity protection services for Chongqing as well as the southwest of China, in a bid to enhance the Chongqing's strategic position as an economic center in the upper reaches of the Changjiang River and bring the momentum for the economic and social development in surrounding areas.
Chongqing Mayor Huang Qifan said in his speech, during the 12th Five-Year Plan (2011-2015) period, Chongqing is about to strive to set up two large bases: one is the largest laptop base in Asia and the other is the largest offshore data processing center(DPC) in China, that is, cloud computing center. It would take three years to build Asia's largest DPC and finish the national offshore and onshore DPC base construction, making Chongqing high in the Cloud with both electronic end products and electronic communication ones.
